Chinese ship in latest glitch in MH370 search mission

China, 31 May : (PTI) A Chinese ship mapping the ocean floor ahead of an intensive underwater search for missing Flight MH370 was returning to port on Saturday due to a technical problem, officials said.
The massive Indian Ocean search for the Malaysia Airlines plane, which disappeared on March 8 carrying 239 people including five Indians, has so far failed to find any sign of the Boeing 777.The Chinese survey ship, Zhu Kezhen, was conducting a bathymetric survey – or mapping of the ocean floor – to help experts determine how to carry out the next stage of the search on the previously unmapped ocean seabed.
“Zhu Kezhen suffered a defect to its multibeam echosounder and is coming into port to conduct the necessary repairs,” Australia’s Joint Agency Coordination Centre said in a statement.
The search for MH370 has been continually frustrated and last week Australia ruled out an area considered a possible resting place of the plane after a mini-sub dived repeatedly to the seabed and found nothing.
Officials believe the plane diverted from its Kuala Lumpur to Beijing route and ended up in the vast Indian Ocean, but have little to go on besides satellite signalling messages sent between aircraft, satellite and ground station.
Experts are now reanalysing this satellite data to confirm a search area as well as mapping the sea floor in preparation for the commercially contracted deep sea search, which is expected to begin in August and take up to 12 months.
JACC said an Australian contracted survey vessel will also be involved in conducting the bathymetric survey, and will arrive in the search area in June.
Australia is leading the hunt for MH370 which disappeared in its search and rescue area, in consultation with Malaysia and China, whose citizens accounted for nearly two-thirds of those onboard the Beijing-bound flight.
Malaysia insists it is doing all it can in what is an unprecedented situation but the relatives of those on the plane have expressed anger and frustration at the lack of progress, nearly three months after the plane vanished.
Malaysian Prime Minister Najib Razak, speaking in Beijing on Saturday during a state visit to China, said the disappearance of flight MH370 had “tested” the friendship between the two countries and pledged to find the missing plane.
“Facing a mystery without precedent, we were grateful for the support of the Chinese government, which has spared no expense in the search effort,” Najib said in a speech commemorating the 40th anniversary of the establishment of diplomatic ties between the two countries.The Chinese survey ship, Zhu Kezhen, was conducting a bathymetric survey – or mapping of the ocean floor – to help experts determine how to carry out the next stage of the search on the previously unmapped ocean seabed.

Narendra Modi-lead NDA govt abolishes all GOMs, EGOMs for fast decisions, accountability

New Delhi, 31 May : Doing away with one of the relics of coalition politics, Prime Minister Narendra Modi Saturday abolished all 30 ministerial groups to ensure that his colleagues heading various portfolios take faster decisions with more accountability.

There were nine empowered groups of ministers (EGOMs) and 21 groups of ministers (GOMs) in operation. They were to take decisions on various matters — and several of them on matters seen as tricky — before coming up before the cabinet for consideration.

“This (the decision taken Thursday) would expedite the process of decision making and usher in greater accountability in the system,” an official statement from the Prime Minister’s Office said.

“The ministries and departments will now process the issues pending before the EGOMs and GOMs and take appropriate decisions at the level of ministries and departments itself.”

In a way, this decision also poses greater accountability on Modi himself as he will now have to adjudicate matters where there are differences among cabinet colleagues, rather than let a panel of colleagues deliberate on them first.

The idea of such ministerial panels first cropped up and was implemented during the regime of National Democratic Alliance (NDA) under Atal Bihari Vajpayee. More then were added under Prime Minister Manmohan Singh’s United Progressive (UPA) Alliance government.

Since neither the Bharatiya Janata Pary (BJP) nor the Congress party had the numbers to form governments of their own and relied on their allies, these ministerial groups were to let coalition leaders deliberate key matters before bringing them to the cabinet.

Pranab Mukherjee, now India’s president, P. Chidambaram and A.K. Antony of the Congress party and Sharad Pawar of the Nationalist Congress Party (NCP) led the maximum of these ministerial groups — that at one point had swelled to as many as 60.

The EGOMs, in particular, were even bestowed with the authority to take decisions and a subsequent discussion and approval by any cabinet committee, presided over by the prime minister, was a mere formality.

The subjects of the EGOMs included effective management of drought, pricing of natural gas and ultra mega power projects, while those of the GOMs included strategy for water management, national war memorial and administrative reforms.

Many of them were dismantled after they served their purpose and new ones were added.

Lucknow, 31 May : Uttar Pradesh government led by Chief Minister Akhilesh Yadav on Saturday removed its Chief Secretary Javed Usmani after the state witnessed a surge in crimes. Alok Ranjan has been appointed as the new Chief Secretary of the state.
After his appointment as Chief Secretary, Alok Ranjan said, “I have been given a big responsibility. I will meet with officials and decide the future strategy.”
However, the BJP has demanded that Akhilesh Yadav should resign over lack of law and order in the state. The saffron party trained its guns on the CM over the alleged gangrape and murder of two Dalit sisters in Badaun.
“By removing Javed Usmani,Chief Secy UP, SP government cannot wash it’s hands off the blame. Akhilesh himself should resign (sic),” tweeted BJP leader Shahnawaz Hussain.
Meanwhile, four days after the alleged gangrape and murder of two Dalit sisters in Badaun, Yadav has agreed to order a probe by the Central Bureau of Investigation (CBI) into the horrific crime. Akhilesh’s statement came just moments after Congress Vice President Rahul Gandhi met the family of the victims and said that he agreed with the demand for a CBI probe.
“The Uttar Pradesh government is ready to recommend a CBI probe. Will soon send a request to the Centre,” said a statement issued by Akhilesh.
After meeting the family amidst tight security, Rahul also went to the site of the tree from which the girls were found hanging. He said that he agreed with the family’s demand for a CBI inquiry into the incident.
Akhilesh, though, is yet to visit Badaun.

US rebukes Thai coup-makers, urges immediate elections

Thai, 31 May : Thailand’s coup leaders faced fresh international condemnation Saturday when US Defense Secretary Chuck Hagel demanded immediate elections and the release of detainees held by a junta which says there will be no polls for 15 months.
Speaking at an Asian security conference in Singapore, the Pentagon chief urged Thailand’s military to free scores of people detained under martial law since generals seized power from the civilian government on May 22.
His strong comments, made at the annual Shangri-La Dialogue, came as Thai authorities faced the threat of weekend protests in central Bangkok against the army power grab.
Hagel called on the junta to end its curbs on “free expression” — which include banning political gatherings of more than five people and sweeping media controls — and for the army to “immediately restore power to the people of Thailand” through elections.
Condemning the kingdom’s “retreat from democracy” Hagel said the US had suspended its long-standing military ties with Thailand.
Australia’s foreign minister on Saturday also said Canberra had reduced its “engagement” with the Thai military.
Junta chief Prayut Chan-O-Cha late Friday gave a rough timetable for a return to democracy, offering polls once a reconciliation drive across the bitterly split nation and a year-long reform period are complete.
“Stage three is a general election under an absolute democratic system that is acceptable to all sides,” he said in his first televised address to the nation.
But he warned his roadmap will probably fail “if there are still protests or people do not co-operate”.
Since taking power, authorities have overridden the constitution, curtailed civil liberties under martial law and imposed a nightly curfew.
– Fears for detainees –
After leading Thailand’s 19th actual or attempted putsch in modern history, Prayut ordered the detention of scores of political figures, academics and activists.
Some of the detainees have been freed after signing agreements to renounce political activities, among them several high-profile figures from the ‘Red Shirt’ movement — which supports the ousted government of Yingluck Shinawatra.
But rights groups have warned detentions violate basic civil liberties and that military courts wield unchecked power.
Yingluck’s billionaire brother Thaksin, a former premier who lives in self-exile, sits at the heart of Thailand’s festering eight-year crisis.
Anti-Thaksin demonstrators staged a months-long protest against the government.
Twenty-eight people died and hundreds of others were wounded in political violence linked to those rallies, losses Prayut said left him no choice but to intervene.
Thailand’s rupture broadly pits the Bangkok-based establishment — which draws on wide military support — against the rural poor of the north and northeast, whose votes have propelled Thaksin-led or aligned parties to power in every election since 2001.
Anti-coup demonstrators say the putsch is an assault on democracy and a thinly-veiled attempt to overturn the electoral dominance of the Shinawatras and their rural base.
Some experts believe the military move is part of a wider power play spurred by fears over who will be in charge of the nation once the more than six-decade reign of the nation’s revered but ailing king ends.
Protesters have gathered in small but vociferous numbers every day since the army took power.
Rallies were expected Saturday, while several major shopping malls in a downtown commercial district said they would close on Sunday in anticipation of further demonstrations.
General Prayut has warned he will not brook protest, but so far soldiers and police have taken a relatively light-touch to enforcing martial law.
“Thai people, like me, have probably not been happy for nine years, but since May 22, there is happiness,” the general said Friday, as he also laid out broad economic plans for the country.
He said a curfew could be relaxed in certain areas amid fears that it is having a further negative effect on the key tourism industry.
Thailand’s economy shrank 0.6 percent year-on-year in January-March due to falling consumer confidence and a slump in tourism.

Delhi-Ludhiana flight stoppage: Manish Tewari calls it ‘NDA gift’

Ludhiana, 31 May : Former Union minister Manish Tewari lashed out at the Centre and state government today for withdrawing the only daily flight between Delhi and Ludhiana.

The Air India flight which became operational on May 13, 2010 after much efforts by Tewari, was stopped few days back.

“It was apparently the first gift of the NDA government, of which the Akali Dal is a part and parcel, to the people of Ludhiana,” Tewari said in a statement here.Expressing strong resentment, Tewari, former Ludhiana MP, recalled how much efforts he had put in to get the flights started between Ludhiana and Delhi.

The former minister said while he did not expect the Akalis to do anything, he hoped that the new MP from Ludhiana, Ravneet Bittu of Congress will ensure that the flights are resumed at the earliest.

Delhi dust storm: Flights diverted, Metro routes disrupted; nine dead

New Delhi, 31 May : At least nine people were killed in the NCR region, including six in Delhi, as a massive thunder storm lashed the region crippling road traffic, metro services and flight operations and hitting power supply.
Delhi Police said six people died and 13 were injured in various areas of the city in accidents like felling of trees, collapse of walls and electrocution following the storm which was accompanied by winds at a speed of over 90 kmph.
The storm struck Delhi at 4:58 PM immediately throwing normal life out of gear.
Thousands of people were stranded outside Metro stations and on roads as traffic almost came to a halt due the storm which darkened the sky.
Most areas in city plunged into darkness immediately after the storm as uprooted trees snapped power lines. Metro train services were disrupted on almost all lines for about an hour due to power failure during the evening rush time.
Met department termed the storm as “cumulonimbus” and attributed it to western disturbance over Pakistan. NCR areas of east Delhi, Noida and Ghaziabad were most affected by the storm.
Met office said similar weather conditions are likely to persist for over the next two days. At least 12 flights were diverted due to the storm, an IGI official said.
Areas in South, East and North Delhi faced long power cuts ranging from one to four hours. Supply of power could not be restored till late in the evening in several areas in North and North West Delhi.
The city saw massive traffic jams as the storm uprooted trees snapping power lines in many areas and affecting traffic lights leading to chaos on the streets.
“The cumulonimbus brings tall thunderstorms and dusty winds with a speed of over 92 kmph and are caused because of western disturbance, which is currently over Pakistan.
“The meeting of cold air and hot air on the Indo-Gangetic plains causes low pressure area and also lot of instability. This results in severe thunderstorm,” IMD Director General L S Rathore said.
The storm affected northeast Haryana and the NCR. But parts of east Delhi, Noida and Ghaziabad were affected the most, he said.
Police in Ghaziabad said the storm claimed three lives and injured more than a 12 people besides causing heavy loss to property in different parts of the city.
“This phenomena is likely to continue for the next two days,” Rathore said.
The maximum temperature recorded today was 42.8 degree Celsius while the minimum was 29.1 degree.
At some locations including Janakpuri and Inderlok, material like tin sheet and pipes got entangled into the overhead electrification wire due to the dust storm, making train movement impossible.
The storm affected many transmission lines and power generation plants in Delhi.

Badaun gang-rape: Two constables sacked, accused arrested

Badaun, 31 May : Amidst outrage over the gangrape of two Dalit sisters in Badaun, two constables were on Friday sacked and another accused arrested as the UP government promised to set up a fast track court to punish the culprits.
Even as the case grabbed headlines, another teenage Dalit girl was allegedly gangraped by four persons in Azamgarh.
In Delhi, Home Minister Rajnath Singh was briefed by officials on the outrageous incident that took place on Tuesday when the two teenaged girls were gangraped and their bodies hung from a tree in Badaun district.
Singh was informed that the UP government has sent a report to the Home Ministry, saying some persons involved in the crime have been arrested and all guilty will be punished, according to official sources.
SP Atul Kumar Saxena said the services of two constables Chhatrapal Yadav and Sarvesh Yadav have been terminated.
“One more accused Awadhesh Yadav has been arrested by the police,” he said.
Of the seven wanted in the case, three (policeman Sarvesh Yadav and brothers Pappu and Awadhesh Yadav) have been arrested so far, he said.
Sarvesh and Pappu were arrested yesterday.Four others Urvesh Yadav (brother of Pappu and Awadhesh), policeman Chhatrapal Yadav and two unidentified persons are at large.
Sarvesh and Chhatrpal have been booked under section 120B (criminal conspiracy) of IPC, while the three brothers –Pappu, Awadhesh and Urvesh– and two others have been booked under Section 302 (murder) and 376 (rape) of IPC.
The two girls, who were cousins and aged 14 and 15, went missing from their house on the night of May 27 and their bodies were found hanging from a mango tree in the village in Ushait area the next morning.
The incident had triggered protests in the area with villagers alleging police apathy, following which an FIR was registered against seven persons.
Terming the gangrape and murder as “unfortunate”, UP  Chief Minister Akhilesh Yadav on Friday ordered the police to arrest all the accused immediately and said a fast-track court be constituted to ensure that they were duly punished.
Also, attacking the Samajwadi Party, Mayawati demanded a CBI probe into the gangrape and murder of two Dalit sisters in Badaun district.
Mayawati said, “Law and order situation is pathetic. In such a scenario, the Governor should make recommendation for President’s rule in the state”.

Their opponents the Mumbai Indians will be playing for little more than hope of a miracle, with the Kolkata Knight Riders’ win on Tuesday night pretty much ending their hopes of defending their title.
MI are on eight after 11 matches, and with KKR on 14 from 12, they need the Kolkata franchise to slip up in their last couple of games, with those loses also having to be heavy ones due to the fact that KKR have a far superior net run rate.
It does look really unlikely and MI will just want to end their IPL 2014 campaign on a high note by winning their final three games, starting with a win over KXIP, the team they beat at the Wankhede impressively earlier this month.
“Although the tournament hasn’t gone the way we were hoping, we have to keep everything aside and move forward as a team,” MI skipper Rohit Sharma told IPL’s official website. “I know that the squad we have got is a talented one and has a lot of potential.
“But we were not able to put things together at the start of the tournament. We lost five out of five games in the beginning – that was not acceptable. With a team like this, I wasn’t excepting such a performance. But it happens. We have to move on now.”
The primary reason for MI’s failings this season has been their batting, which sparkled in their win over the Rajasthan Royals on Monday. The likes of Michael Hussey finally found some form with the bat, but it does look like it has come about a little too late to have any real effect on the tournament.
With Lasith Malinga starring for Sri Lanka in England, the Mumbai Indians brought in Krishmar Santokie, who went for 50 runs in his four overs, even if he picked up two wickets.
Santokie, or whoever else is picked, will have to do a lot better if they are to stop Glenn Maxwell and co., who have just been near unstoppable this season, from going berserk in front of their won fans.
