Ordinance on demonetisation gets Cabinet nod; 4-year jail for possession of old Rs 500, Rs 1,000 notes

New Delhi : The Union Cabinet on Wednesday approved an ordinance to penalise those found holding a “high amount” of scrapped Rs 500 and Rs 1,000 banknotes post 31 March, 2017.

According to reports, if one is found to be in possession of more than 10 notes of the old Rs 500 or Rs 1,000, he/she would have to face a minimum penalty of Rs 50,000. The ordinance is to extinguish liability of the government and RBI on the demonetised high-denomination notes.
The ordinance allows exchange of limited amounts of banknotes at offices of the Reserve Bank of India until 31 March.

“There will be strict monitoring of the source of the old notes exchanged after December 30 at RBI offices,” Hindustan Times quoted a finance ministry official who didn’t want to be named.HT

Gujarat gram panchayat polls: 80% voter turnout recorded, says State Election Commission

Ahmedabad :  Over 80 per cent voter turn out was recorded in the polls held to elect members and sarpanchs in 8,624 Gram panchayats across Gujarat, the State Election Commission (SEC) said today.
“80.12 per cent voter turnout was registered in the polls held yesterday on 8,624 village panchayats in the state. Barring a few small incidents, voting was held in a peaceful manner. Counting votes will be held tomorrow,” said a release by SEC.
As per figures shared by SEC, tribal district of Narmada clocked the highest turnout of 87.45 per cent while Bhavnagar district remained the lowest with 70.47 per cent.

In the last elections, held five years back, the voter turnout was around 77 per cent.
This time, around 1.20 lakh candidates were in the fray for 53,116 wards across the state, whereas 26,800 candidates contested on 8,527 seats of Sarpanch.
Over 44,000 ballot boxes were used across more than 22,000 polling booths in the state. Total number of registered voters for the polls stood at over 1.65 crore including 79.6 lakh women.
Due to some procedural irregularities and misprints of some ballot papers during the polling yesterday, SEC said re-election is being held today on six different seats— four seats for members and two seats of sarpanch.
The polling is underway at present on these seats in Bharuch, Kheda, Panchmahal, Mahisagar and Banaskantha district, said the release.
The release further said polls on 12 seats, including four seats of sarpanch, have been cancelled due to death of candidates in the fray. Polls on these seats will be held later. PTI PJT PD DK DK

Jalandhar : The Kapurthala police have booked Congress MLA Rana Gurjit Singh and two of his supporters for Sunday night’s brawl between two groups of party workers during a meeting after the announcement of the candidature of ex-MLA Gurbinder Atwal from Bholath Assembly seat.
Rana Gurjit, Daljit Singh and Gurpreet Padda have been booked under non-bailable charges, including Sections 295-A, 506 and 120-B of the IPC and Section 25 of the Arms Act, at Subhanpur police station. The clash had occurred at the house of party leader Avtar Singh Walia at Nadala town in the constituency. The FIR was lodged a few hours after Congress worker and ticket-seeker Kulwinder Babbal, whose turban was tossed in the melee, filed a complaint.
Addressing a press conference today, Babbal demanded that Rana Gurjit be arrested and expelled from the party. He alleged that the MLA had been indulging in anti-party activities during various elections and had even supported Akali leader Bibi Jagir Kaur against the then Congress candidate Sukhpal Khaira (now with AAP). “Everyone in Bholath knows about it,” he said.
Babbal alleged that his turban was tossed on Rana’s direction. “I have sent a report to PPCC chief Capt Amarinder Singh,” he added.

Chandigarh : The Aam Aadmi Party (AAP) on Wednesday announced the candidature of Delhi MLA and co-incharge of Punjab political affairs Jarnail Singh from the high-profile Lambi constituency, represented by Chief Minister Parkash Singh Badal.

The announcement was made at a rally in Lambi in the presence of Delhi Chief Minister Arvind Kejriwal.Jarnail, a former journalist and a 1984 anti-Sikh riots victim, had shot into the limelight when he threw a shoe at P Chidambaram, Union Finance Minister during the UPA regime.
Badal has been winning the seat since 2007. However, there are reports that Badal’son, Sukhbir, might contest from Lambi this time.TNN

Russia warns US over use of domestic agenda with Middle East Quartet

Moscow : Russia’s Foreign Minister Sergey Lavrov has warned US Secretary of State John Kerry against the impact of Washington’s domestic agenda on the Middle East Quartet and the UN Security Council.

Lavrov held a telephone conversation with his US counterpart yesterday.

The two officials exchanged opinions on developments in and around the Palestinian-Israeli conflict settlement.

Lavrov underscored the necessity of conditions for direct talks between the Israeli and Palestinian leaders.

He spotlighted harmful attempts to use these platforms for the Democrats’ and Republicans’ bickering.

They also discussed Syria settlement prospects in the light of the meetings of the Russian, Turkish and Iranian foreign and defence ministers in Moscow on December 20 and their understanding on the progress towards an all-Syrian ceasefire and stepping up anti-terrorist efforts.

As Lavrov stressed, the authorisation of deliveries of man-portable air-defence systems and other weapons to anti-government units, which is included in the law on the US defence budget signed by President Barack Obama on December 23, may lead to further escalation of tensions and to more victims.

The situation in Libya and Yemen was also discussed.

When the conversation concerned bilateral relations, Lavrov stressed again that the outgoing Obama administration was out to further undermine the basis of normal Russia-US cooperation, and that this policy was inadmissible.ANI

Israel pushing for more settler homes despite United Nations vote

Jerusalem : Israel could advance plans this week for thousands more settlement homes in annexed east Jerusalem despite a landmark UN resolution demanding an end to such activity, an official said Tuesday.

On Wednesday, a Jerusalem planning committee is to discuss issuing building permits for 618 housing units in the mainly Palestinian eastern sector of the city, according to the Ir Amim NGO, which monitors settlement building.

Meir Turjeman, the deputy mayor of Jerusalem who also heads the committee, has reportedly also spoken of seeking to advance plans for some 5,600 other units at earlier stages in the process.In brief comments to AFP on Tuesday, Turjeman said there were no plans to call off discussions in response to Friday’s Security Council resolution. The hundreds of building permits were on the agenda before the UN vote.

“We’ll discuss everything that’s on the table in a serious manner,” he said.

According to Ir Amim, the 618 units include 140 in the Pisgat Zeev neighbourhood, 262 in Ramat Shlomo and 216 in Ramot.

The United States abstained from Friday’s vote, enabling the adoption ofx the first UN resolution since 1979 to condemn Israel over its settlement policy.

US President Barack Obama’s administration has grown increasingly frustrated with settlement building in east Jerusalem and the West Bank, which Israel occupied in 1967.

It later annexed east Jerusalem in a move never recognised by the international community.

There have been growing warnings that settlement expansion is fast eroding the possibility of a two-state solution to the Israeli-Palestinian conflict, the basis of years of negotiations.

Settlements are built on land the Palestinians view as part of their future state and seen as illegal under international law.

Some 430,000 Israeli settlers currently live in the West Bank and a further 200,000 Israelis live in annexed east Jerusalem, which Palestinians see as the capital of their future state.AFP

Dubai : Football federations are backing plans to expand the World Cup beyond 32 teams, FIFA President Gianni Infantino said in Dubai on Wednesday.
The global football federation boss wants to increase the number of teams playing in the World Cup final tournament to 48, arguing that it can be done in the same time frame as the current tournament.
Global football federations are “overwhelmingly in favour” of expanding the tournament, said Infantino, who has also suggested a 40-team World Cup.
Infantino, speaking at a sports conference, said a 48-team tournament was the most financially appealing structure.
The FIFA boss has previously suggested a 48-team tournament but with a one-off preliminary round involving 32 teams, with the 16 winners going into a 32-team group stage and joining 16 teams who would receive a bye.
When he was elected in February, Infantino had promised to expand the tournament from the current 32 teams to 40.
Infantino later told reporters it would be up to the FIFA council members to decide in a “democratic process” on the expansion.REUTERS

Russia military plane crash: Second flight recorder recovered from Black Sea.

MOSCOW :  The Defense Ministry says search teams have recovered another flight recorder from a military plane that crashed in the Black Sea, killing all 92 aboard.

The ministry said the second recorder was lifted from the seabed Wednesday. The first flight recorder was found the previous day and experts have started analyzing its data to determine the crash’s cause.

The Tu-154 of the Russian Defense Ministry crashed into the sea early Sunday, two minutes after taking off in good weather from the city of Sochi. It was carrying members of the Alexandrov Ensemble, widely known as the Red Army Choir, to a New Year’s concert at a Russian military base in Syria.

The Defense Ministry says 17 bodies and 223 body fragments have been recovered from the crash site.AP

Salesman sexually harasses teenage girl from New Zealand in Varanasi, arrested

Varanasi : A garment shop salesman was arrested on charges of sexually harassing a 16-year-old girl student from New Zealand when she was trying a dress at a shop at Cantt area here, police said on Wednesday.
Durga Prasad Yadav was arrested for sexually harassing the girl at a shop inside the hotel where she was staying at Mall Road yesterday, they said.

The accused has been booked under section 354 (assault or criminal force to woman with intent to outrage her modesty) of the IPC and provision 12 (sexual harassment) of the Protection of Children from Sexual Offences (POCSO) Act, Circle Officer Raj Kumar Yadav said.

A complaint was registered by the hotel management with the Cantt police station after the girl told her friends and tour guide about the incident, police said.

The victim was part of a group of girls from New Zealand, who are on an educational tour in India for cultural studies, and are staying at the hotel, the CO said.
