Punjab assembly session begins, CM Amarinder Singh takes oath

Chandigarh : The newly elected MLAs including Punjab Chief Minister Captain Amarinder Singh today took oath on the first day of the first session of 15th Punjab assembly here.
However, former Punjab Chief Minister Parkash Singh Badal and his son, former deputy CM Sukhbir Singh Badal were conspicuous by their absence from the House when it started its sitting this afternoon.

The oath was administered by pro-tem Speaker Rana KP Singh of Congress.

Punjab CM Amarinder Singh was the first to be administered oath by the pro-tem Speaker. He took oath in Punjabi.
After him, senior most cabinet minister Brahm Mohindra took oath, followed by other cabinet ministers including Navjot Singh Sidhu, Manpreet Singh Badal, Sadhu Singh Dharamsot, Tript Rajinder Singh Bajwa, Rana Gurjit Singh, Charanjit Singh Channi, two ministers of State (Independent Charge) Aruna Chaudhary and Razia Sultana.

Aruna Chaudhary took oath in English.
Leader of Opposition in the House and AAP MLA from Dakha H S Phoolka was administered oath by the pro-tem Speaker.

All the women MLAs were administered oath individually.

The pro-tem Speaker also administered oath to the MLAs in the alphabetical order of assembly constituencies.

The election of the Speaker and the Deputy Speaker will be held on March 27.

Punjab Governor V P Singh Badnore will address the assembly on March 28, followed by a debate on the Governor’s Address and Motion of Thanks.

Supplementary Grants for 2016-17 and the Vote on Account for 2017-18 will be presented on March 29.

The Congress has won 77 seats in the 117-member assembly, wresting power from the SAD-BJP alliance after a decade.

The Aam Aadmi Party (AAP) has won 20 seats, leaving the SAD-BJP alliance to a poor third with 18 seats.

Of the 20 AAP members, 19 are first-time MLAs.

AAP chief whip Sukhpal Singh Khaira was a Congress MLA in 2002.

The AAP Legislature Party leader is H S Phoolka who will also be the leader of opposition.

Punjab announces reservation for women, dumps VIP culture

Chandigarh : The new Punjab Cabinet in its maiden meeting here on Saturday announced reservation for women in jobs and urban and rural local bodies and an end to use of red beacons on official vehicles by the Chief Minister, ministers, legislators and officers.
There will also be no auction of land of farmers, who have availed of loans but have not paid back, by any bank, including cooperative ones. The state will also come up with a new transport policy.

“Punjab is the first state to give 33 per cent reservation for women in jobs, including contractual appointments, and 50 per cent reservation to them in Panchayati Raj institutions and urban local bodies,” Finance Minister Manpreet Singh Badal told the media after the meeting.

He said the Cabinet announced the setting up of a special Cabinet sub-committee to provide details on debt of farmers within 60 days to enable the Congress government to take further action.
Badal said the Chief Minister, ministers and legislators will no longer lay foundation stones of public projects and also not inaugurate them.

“Even for big projects of Rs 100 crore, Rs 200 crore or Rs 500 crore, the names of the Chief Minister and ministers will not be displayed (on the foundation or inauguration stones). It will carry only one line — the project has been executed with the money of the taxpayers,” Badal said.

He said liquor quota would be drastically reduced and liquor vends reduced by 400 to 500 initially.

“We want to reduce liquor consumption by 50 per cent in five years,” he said.

The Cabinet meeting discussed 140 agenda items.

Promising to curb cartelisation and monopolisation of bus transport in Punjab, which was prevalent in the previous Shiromani Akali Dal-BJP government rule of 10 years, Badal said a new transport policy will be taken up at the next Cabinet meeting.

“We will reduce our expenses and increase our revenue. In five years, we will make Punjab a revenue-neutral state,” Badal, the estranged nephew of previous Chief Minister Parkash Singh Badal, said.

The Congress leader said the mafia rule which he claimed was encouraged in the previous regime will end.

“We will butcher the mafia operating in Punjab. No one in the mafia will be able to survive the state`s action,” Badal said.

The minister said all MLAs will submit lists of their property in the assembly on January 1 every year, including the Chief Minister and ministers.

“We will bring a strong Lokpal Bill in the assembly. This will be more comprehensive than the bill proposed by social activist Anna Hazare and his movement. This will include the Chief Minister, ministers and high officials,” the Finance Minister said.

Other decisions include scrapping of `halqa` (area) in-charge system prevailing during the previous government`s rule, abolition of district transport office (DTO), fixed duty hours for police personnel, initiation of detailed police and governance reforms and setting up of degree colleges in every sub-division.

The Amarinder Singh-led Congress government assumed charge in Punjab on March 16 after the Congress swept the assembly polls on March 11, winning 77 of the 117 assembly seats.

Police arrest SFS leader at PU ahead of event

Chandigarh :   Punjab University (PU) bristled with tension on Friday as ABVP members assembled at the campus to foil a seminar on “fascism” scheduled to be addressed by activist Seema Azad.

The district administration deployed police personnel at the three gates of the varsity apprehending trouble with the right-wing ABVP warning the organisers, the Students for Society (SFS), against inviting Azad to the seminar.

PU has denied permission to the SFS for holding the seminar – titled ‘Rising head of Fascism’ – but the society leaders said they will go ahead despite the risk.

The developments at PU came days after ABVP members allegedly attacked activists of left-leaning students groups at Ramjas College over inviting JNU student Umar Khalid to a seminar, re-igniting a debate on free speech and nationalism.

Sources said the ABVP members who have assembled at the PU campus are not associated with the university.

On Thursday, ABVP leaders had warned of using “swords or lathis” if SFS invited Seema Azad to the campus.

ABVP and SFS members had clashed in the university campus on February 27 over the violence at Ramjas College.

PU’s Dean of students welfare Emanuel Nahar had said that the institution was not a political platform, where students can hold any such programmes or seminars.

“What if the speakers say something anti-national? We will be in a difficult situation,” the dean had said.

8 killed in road accident in Chandigarh’s Ambala

AMBALA : Eight people were killed and four others suffered serious injuries when an SUV carrying them collided with a truck coming from the opposite direction on the Naraingarh-Sadhaura road near Naraingarh today.

The SUV occupants were on their way to attend a marriage function in Mirzapur Mahala in Uttar Pradesh from Moli village near Naraingarh here, police said.

Near Dahar Ambli village, their vehicle collided head-on with a dump truck, police said.

The deceased were identified as Manu (50), Leela (40), Hukam (35), Kama (37), Angrez (40), Sonu (25), Dhoom Singh (62) and Tinku (45).

The injured were referred to PGIMER, Chandigarh.

2 bombshells recovered in Chandigarh

Chandigarh : Two bombshells were on Monday recovered from a park here leading to panic in the area, police said.
“We have recovered two bomb shells lying in Rajindra Park here,” UT Chandigarh DSP Ram Gopal said.

Bomb shells were recovered after information about suspicious items lying in the park was received, he said.

Police have cordoned off the area, the DSP said, adding the department has written to the Chandigarh administration to ask the Army to diffuse these bomb shells.PTI

AAP attacks Congress, SAD-BJP over allegations on party leaders

Chandigarh : Aam Aadmi Party today rubbished the accusations that its members had links with gangsters and terrorists and made as it accused the Congress for “patronising” dreaded gangsters including the key accused of Nabha jail break.
AAP state convener Gurpreet Singh Ghuggi said that it had became a habit for PPCC president Amarinder Singh to name AAP for any miss happening in Punjab even though the party has time and again made it clear that none of its leaders are involved in any kind of anti-social activity.

He said that Gurpreet Sekhon, the key accused in Nabha jail break, belongs to a Congress family and Vicky Gounder, an accomplice of Sekhon, was brought to the world of crime by a Congress leader.

Ghuggi claimed that family members of these gangsters have on record accused Congress for misguiding their wards.

He refuted charges that any AAP leader had given shelter to these gangsters.

The AAP leader affirmed that no office bearers of the party were involved in harbouring any gangster.

He also slammed state BJP chief Vijay Sampla for the meaningless allegations and said that gangsters and terrorists in Punjab were products of Congress and SAD.

This shows the frustration of SAD-BJP alliance and Congress leaders, Ghuggi said.

He alleged that the SIT formed by Prime Minister Narendra Modi to probe the remaining cases of 1984 anti-Sikh riots had proved a hoax and it was used to give clean chit to criminals and leaders of Congress and BJP involved in the killings of Sikhs.

Modi had formed SIT to pre-empt formation of SIT by AAP government in Delhi. AAP was satisfied with the working of Election Commission and Congratulates the apex election body for peaceful conduct of elections in the state, Ghuggi said.

He, however, said that AAP had raised discrepancies at administrative level in Punjab and the EC has rectified the problems with positive mind.PTI

4 killed in road accident at Gharuan

Mohali : Four persons, including three members of a family, were killed on Friday when their car collided with a Punjab Roadways bus at Gharuan, about 10 km from here.
The accident took place at around 8 AM near a private university in Kharar here, police said.

The Ludhiana-based family was going towards Chandigarh when their car rammed into a state roadways bus coming from the opposite direction, they said.
Four of the car occupants died on the spot, they added.

The car was badly damaged in the accident, police said, adding that it took quite an effort to retrieve the bodies.

The deceased were identified as Dalip Kumar, his wife Ranjana, their daughter Pooja and driver Harjit Singh, they said.PTI

11 members of family killed in Punjab accident

Chandigarh : In a freak accident, 11 members of a family were killed when a coal-laden truck overturned and fell on their vehicle in Punjab’s Ferozepur district, 210 km from here, on Thursday evening.
The loaded truck fell over their Chevrolet Tavera multi-utility vehicle, killing 11 people on the spot.

The accident site is close to Zira town, some 40 km from Ferozepur.

The ill-fated Tavera car was moving parallel to the truck. The accident occurred as both vehicles were negotiating a turn.
The Tavera was carrying 14 people. The injured were admitted to a government hospital in Zira town.

A Punjab Police constable, Jatinder Singh, who was on security duty with the family of Satnam Singh of Tarn Taran district, survived the accident with minor injuries. The constable was assigned to the family following a firing incident in Tarn Taran district on February 4, when voting for assembly elections was held.

Satnam Singh, who was among the killed, was travelling back from a religious fair near Zira town.

The dead included Satnam Singh, his wife Ranjit, sons Sukhchain and Mandeep, mother Mohinder Kaur and other relatives.

Punjab Police have booked the truck driver, who fled the spot following the accident.

BSF recovers FIVE kg heroin in Punjab

Chandigarh: The BSF has recovered five kg of heroin from the tyre of a bullock cart near the India-Pakistan border in Punjab’s Ferozepur sector, an official said on Saturday.
The seizure was made in the area of Border out Post (BoP) Jagdish in Ferozepur sector on Friday evening, a Border Security Force spokesman said.

“BSF troops performing gate management duties at Fence Gate No. 193 in the area recovered 5 packets of contraband from the bullock cart tyre of a farmer Karnail Singh of Gandu Kilcha village,” the spokesman said.

A search of the cart led to the recovery of the heroin consignment, valued at Rs 25 crore in the international market.IANS

Earthquake in North India! 5.8 intensity quake jolts Delhi, Punjab, Uttarkhand

New Delhi : An earthquake of 5.8 magnitude struck Rudraprayag in Uttarakhand, causing tremors across North India, including capital Delhi.
Apart from Delhi, tremors were also felt in Punjab and Himachal Pradesh. The earthquake reportedly struck Rudraprayag at a depth of 10km at 10:33pm.
The epicentre of the quake was Rudraprayag district in Uttarakhand, said J L Gautam, Operations head at the National Seismological Bureau, a unit of Ministry of Earth Sciences. “The depth of the quake was 33 km and it occurred at 10.33 PM,” he said.
Uttarakhand, which falls in the Himalayan belt, is known for high seismic activities.
